I am an insurance broker who specialises in travel insurance and as such ask customers lots of questions to find out what they want. Here are a few. NB These are general questions - our recommendation would be based on an individual basis.
Do you want a single or annual policy? (Annual poliices are best for people generally travelling 3 or more times per annum and sometimes for single trips e.g. going for America for 30 days an annual policy is usually best!)
What excess do you want on the policy?
Do you require supplier failure cover?
Do you want cover for medical expenses following a terrorist attack?
Do you want luggage covering?
Are you intending to do any work abroad?
Do you need golf equipment covering?
Are you getting married - and need cover for rings and dresses?
Are you doing winter sports - and if so what type?
Are you doing any other hazardous activities e.g. bungee jumping
Do you need extra cover for cancellation over and above the standard policy?
Are there any expensive items e.g. laptops for whcih you require cover?
Where are you going and for how long? and (especially for GAP students) do you intend returning to the UK mindway throiugh the trip?
Have you any medical conditions that need covering - and is the trip for medical treatment - have you a terminal prognosis?
People may think they only want a quote on price - but for us that is the least of their requirements.

Price is of importance to me, whether or not excess is payable or not and certain extras also influences this. I use price comparison websites to examine what each policy covers and assess what suits my needs best, these are excellent for this and impartial too. I always make sure I familiarise myself with the exclusion clauses and what is not covered!
If I had not purchased multi-trip annual cover in the past it also depended on what my holiday or visit was for as to what cover I had selected, e.g. winter sports being more expensive, cover for business equipment etc.
I had always made sure I selected (and still do) the maximum time period covered whilst away, i.e. some policies will provide cover for up to two weeks, more expensive to have myself covered for 30 day periods away but worth it. The countries covered also influence the cost, therefore my choice e.g. worldwide as opposed to Europe only.
These days I only purchase annual multi-trip with all frills as I do tend to travel a lot but for my wife & kids I purchase singles as they tend not to. A few more pounds is nothing for complete peace of mind as far as I am concerned, making sure I and my family are well and truly covered is certainly worth that extra
I like the idea of being able to make your own adjustments, therefore allowing more choice and control but as mentioned above, am more than happy to pay that little extra for complete peace of mind.
I think anyone travelling without insurance is just plain daft, I would never dream of it
